I accidently applied 13V to the LCD and now it appears to have quit working. I don't even get a blinking cursor. How do I determine which component I fried. I assume is the uP, but how would I make sure?

In most cases when over-voltage is applied there is usually numerous components that fail. On the LCD0821 there is a good chance that the display driver, uP, 7660, and other discrete components may of been damaged. The cost of troubleshooting/repair outweighs replacement.
