LK204-7T-1U Not sending key presses RS232

Using an oscilloscope, I have determined that the TX pin of the LK204-7T-1U does not output characters when buttons are pressed.
I am using the LCD with a PIC16F877A microcontroller. I know I am sending commands to the LCD from the microcontroller, and I am setting auto-transmit key presses on, however no matter what I do, the TX pin of the LCD remains at a constant 5V.
Any suggestions? There doesn't seem to be any command used to enable key presses or anything....
