Ok. I got it to work. I set the default backlight intensity to 0 to prevent the flash at startup then override the intensity to full just after power up. I didn't see this because I had an older version of the manual and these commands are not listed.

I became brave tonight and pulled pin #13 on the RS-232 chip and this brought the SCL pin up to 2.3V instead of 1.2V. I also replaced the pullup resistors with 4.7K instead of 10K. I did some more experimentation with my multimeter and I can see that the SDA/SCK pins are connected to the correct pins on the PIC16F877A that is in the unit.
