I'd recommend getting a WOL cable (about a buck at a PC shop) and removing the connector. It's an IDC (insulation displacement connector), so with a bit of fiddling, you can mate it to your own wire. I might suggest using category 5 wire since it's readily available in arbitrary lengths.

I'm not worried about it, but perhaps an ammeter would build your confidence somewhat. 300 mA sounds pretty typical to me.

Yep, the GPOs are rated to 750 mA, so you have a comfortable margin of safety there with your plan. I believe that the FET they use will tolerate over an Amp, but the "official" rating is 750 mA.

There are several PWM ICs that could do the job for you. MIC502 is one, and I know there are several others. I'm not sure how you'd go aobut interfacing though.

You want the 4066 quad bilateral switch, or one of it's relatives. when it gets a logic HIGH, it closes a switch (actually turns on a couple FETs), so it's ideal for interfacing logic level signals to the keypad headers.
